Brief Introduction to China Association for Labor Studies
China Association for Labor Studies (CALS), founded in January, 1982, is a academic body which undertakes research on labor studies, provides training and consultation and publicizes and shares information. CALS is a non-profit national-first-class juridical association, which is affiliated with Ministry of Labor and Social Security of the People’s Republic of China. There are 68 provincial and municipal group members and 99 enterprise group members in CALS. The 9 sectoral branches of CALS cover nuclear, shipping, chemical, construction materials, metallurgy, light, machinery and aviation industries as well as education on labor studies. There are also 7 professional committees, which are employment service, labor standard, remuneration, human resource management and development, labor dispute settlement, management of foreign investment enterprises and labor law. In CALS, academic committee and work committee for enterprise have been in place.
The Honorary Presidents of CALS are Gu Xiulian (Vice President of Standing Committee of NPC, President of All-China Women’s Federation), Luo Haocai (Vice President of CPPCC, Chairperson of China Zhi Gong Party) and Zhang Meiying (Vice President of CPPCC, Executive Chairperson of China Democracy League). The Advisers to CALS are Ruan Chongwu, Li Boyong, Zhang Zuoji, Zheng Silin, Wang Dongjin, Bu Zhengfa, Niu Yuesheng, Li Yining, Song Xiaowu, Bao Yujun, Zhao Zhongyu and Xia Jizhi. The president of CALS is Hua Fuzhou (Deputy of NPC, former Vice Minister of MOLSS). The Vice Presidents are Fang Chaogui, Wang Dongyan, Ran Yuncai, Tian Xiaobao, Zhu Yong, Zhang Chengming, Zhang Xinqing, Zhang Mengxin, Li Chunguang, Yang Yiyong, Yang Heqing, Chen Xiaoen, Zheng Gongcheng, Zhu Yanjun, Tang Yanqin, Guo Changyu, Zeng Xiangquan, Dong Li, Dong Keyong, Jiang Zhuoqing, Zhenyan, Zang Zhongsheng and Fan Zhengwei. The Secretary is Han Bing and Deputy Secretary is Zhao Yue.
The Board, which includes 427 members and 241 executive members, is the top authority of CALS.
Since its establishment, in light of the major work in the field of labor and social security, CALS relies on members to conduct a number of undertakings and thus makes great achievements. With regard to the academic research, the Academic Committee held a series of influential workshops and seminars on the topics of China’s labor market issues, management of income distribution, great development in western China and human resource management, theoretical research on China’s labor and social security studies and labor relation issues in new era. In accordance with the requirement on socio-economic development in China, these activities provide not only necessary theoretical preparation on reform of labor and social security, but also many innovative and scientific ideas and policy proposals as to several important theoretical issues. Therefore, the mentioned activities complement and further develop scientific theories in the field of labor and social security in the new era in China. For instance, through deeply exploring the tripartite consultation mechanism, we came up with measures to establish harmonious labor relation. The research on theories of labor value and distribution according to labor help us make up some innovative theoretical ideas. We put forward measures to protect worker’s rights and interests after in-depth research on corporate social responsibility, minimum wage guarantee system and protection of migrant worker’s rights and interests. All these researches and explorations strongly push forward the continuous development and innovation of labor and social security science, improve and guide the reform and practices of labor and social security work and contribute greatly to the development of labor and social security undertakings. In order to strengthen the connection with enterprises and better serve the reform practices of labor and social security work, the Work Committee for Enterprises involves actively in various activities, which bring good effects. The Experience and Information Sharing Meeting for the Reform on Labor and Social Security Work in Enterprises promoted the discussion and exchange within industry and among industries. In 1994, CASL, on behalf of China’s NGOs, participated in and addressed China Women Employment Forum on the occasion of World Women Conference, which drew a worldwide attention and good responses. Taking the advantage of concentration of talents, CALS, authorized by MOLSS, held Scientific and Technical Award of MOLSS (social science) nationwide for three times. These activities were not only welcomed by staff working in labor and social security field, but also upgraded CALS’ prestige. To enhance the professional skills of the staff of labor and social security administrative authorities and workers engaging in human resource management in enterprises, CALS provides various types of training courses in line with the different training needs at different localities and sectors. The content of trainings includes regulations and policies in the field of labor and social security, the management practices and certificate for human resource manager and so on and so forth. The provision of trainings helps implement the related regulations and policies in time and promotes the quality of working staff, but also promotes the development of training industry in community and receives good social and economic returns. It is an important channel to conduct academic exchanges with other countries, Hong Kong and Taiwan in order to strengthen contact and widen exchanges. At present, CALS has established contact and cooperation with Japan, USA, Taiwan and Hong Kong. The professional trainings and study tours to other countries organized by CALS also provide the members and staff in the field of labor and social security opportunities to understand and learn from the successful experiences in other countries in this regard. Moreover CALS Review, a periodical published by CALS, promotes the guidelines, policies and regulations, introduces ideas and practices with regard to the hot topics and difficulties and promotes the awareness of the knowledge in the field of labor and social security, through academic exchange. In recent years, highlighting the construction of the network, CALS has strengthened connection of networks and information sharing with related institutions, thus has enhanced the modern information service.
The working organ in CALS is the secretariat, and there are departments for academic research, enterprise affairs, member service, international exchanges, trainings, administrative management and publicity.
