Abstract：Establishing and improving the outpatient mutual aid security mechanism of basic  medical insurance for employees is one of the important contents of the CPC Central Committee  and the State Council on deepening the reform of the medical security system. Last year, the  general office of the State Council issued the guiding opinions on establishing and improving the  outpatient mutual aid security mechanism of basic medical insurance for employees. After more  than a year, what is the current situation of promoting the reform in various regions, and what  are the common trends and differences in policy design? On the basis of collecting and sorting out local documents, this paper compares and analyzes the outpatient mutual aid security  policies in 31 provinces and 32 overall planning areas, and further puts forward countermeasures  and suggestions to promote the reform of the outpatient mutual aid security mechanism.
